The Protection of Civilians Mandate is a relatively new tool to the United Nations Peacekeeping Operations toolbox. Mandated by the UN Security Council, the peacekeeping operations with a POC mandate are tasked wih protecting civilians from physical violence.
This project will the effect the POC mandate has had on the civilian casulties, in countries where the peacekeeping operations have been given the POC mandate. The map may be used to measure the effectiveness of the POC mandate in protecting civilians at a global level.
Methodology
October 6, 2017At this stage, the map shows the United Nations Peacekeeping Operations across the world. The PKOPS with the POC mandate are indicated by the dark shade of blue. The non-POC operations are light blue.
I'm currently in the process of gathering the data to be used for this project. Since I'm measuring the rate of casulties, I'm collecting the data before and after the implementation of the POC mandate. The rate of casulties will be determined by the monthly average per year for civilian casulties. Using this formula the project will compare the two sets of rates (pre and post POC mandate) to determine if the mandate has had an impact on civilians on the ground.

This project was inspired by my research on the United Nations' MONUSCO peacekeeping mission in the DRC. I've studied and written about the Protection of Civilians and the Force Intervention Brigade with a lot of interest, and I'm curious to see the effects of peacekeeping in the new wars.
